The town of Bitter Springs was founded in 1692 when the Salem witch trials took place. The hunters were prosecuting vampires and werewolves as well as witches as the commoners didn't know any better. Anything supernatural at all needed to be killed, so why not call them all witches? So the three groups of supernaturals fled from Massachusetts to Virginia where they settled in unison, making a town for themselves.
A truce was made, outlining how the town was to be run and what course of action would be taken to keep it safe. Though neither vampires nor werewolves trusted the witches, a spell was cast to keep the town safe from hunters. The original coven of witches worked together with the pack of werewolves as well as the few vampires that had sought shelter and together they laid the foundations for the town that would soon grow in the middle of the forest. For a long time, their numbers were about equal and they practiced their skills without hiding, until humans arrived and started settling in the middle of the growing town.
The truce was amended and eventually a human was allowed into the council to make sure the general population of the town remained clueless as they didn't want the hunters to start hunting them. There had been no schools in town previous to the expansion that followed the humans and two separate schools were now set up. One for the gifted and one for the humans. The gifted school was set up as a boarding school so eventually gifted from all over the country could have a place to belong and learn regular things as well as specialized classes for their abilities. Eventually these schools melded into one, making supernatural classes count as extra credit and still only accessible to the supernatural.
Though no one outside the council truly know what the council is, who they are or what they do, there's a rumor going around in town that someone is pulling the strings. A rumor that someone behind the curtains is making sure no one gets too powerful or greedy. This council of supernaturals is also part of the town council to provide a cover for the human population. When a council member gets old, plans to move out of town or otherwise wishes to step down, they are free to choose their successor as long as they are the same 'species' of supernatural as the resigning council member.
A new group of people supernaturals eventually settled in town and the council has been watching them wearily for years trying to decide whether they can be trusted or not. Eventually they picked one of these super-humans and initiated him into the council. Even if this was almost half a century ago now, the council still doesn't trust the super-humans and are still weary of them.
Today the council consist of four supernaturals as the human faction has yet to settle on a representative. They mostly help cover up supernatural incidents so the general public isn't alarmed, but they do also deal with major crisis like when the werewolves came from out of town to burn the town down. Their main focus is the protection of Bitter Springs and its inhabitants, as well as maintaining balance between the species. All this makes Bitter Springs an ideal place to live if you want to be around others like yourself. Hunters have long since passed through town and some even settled, but they seem to mainly kill the supernaturals that hurt the humans in town.
